Why partial smoking bans don’t work

I have just returned from a holiday in Austria.  In 2009 the Austrian Government introduced a partial smoking ban in public places.  The problem is that no one told the smoke, Brownian Motion applies in Austria ( although I don’t think humour does) and as result after 20 minutes of sitting in a  no smoking area you are breathing in other peoples second hand smoke.

As a result 2 things will happen:

  • Austrian will not see the reductions in cancer and heart disease that other European countries have seem post a full ban.
  • Non smokers will chose their holidays elsewhere.
